getting a NAP with Mad Hatters

I propose trying to get a NAP with Mad Hatters. They are ranked 10, I think. Mad Hatters is a good alliance, and currently has no NAPs or Allies. For AW members in galaxy 8, they pose a HUGE threat. The same goes for the higher ranked players seeking to help the lower ones.
